The engine rated horsepower specifier-i shall be maximum engine power rated at 3600 rpm per SAE J-607 procedure. The Maximum operating speed may be lower than 3600 rpm.
The mowers shall be equipped with a blade stopping device that meets all applicable requirements as set forth in the Federal Register, Volume 44, Number 33, dated February 15, 1979, Part 1205 - Safety Standards for Walk-Behind Power Lawn Mowers.
The sound level shall not exceed 86dB(A) at the operator’s ear when measured in accordance with SAE 2-1174 procedure.
The wheels shall nave a quick lift height adjuster not requiring the use of tools for adjustment and with a minimum range of 2 inches adjustable to a mininmum of 3 cutting heights.
The handle shall be adjustable to a minimum of 3 positions. Ail operator’s controls shall be conveniently located for ease of operations from the operator’s position. All controls shall be positive in action and remain fixed in set position.
The mower shall withstand dropping 10 times from a height of 15 inches onto a concrete floor and landing essentially on all wheels. Wheel alignment shall be measured before and after to assure no permanent deformation has occurred. The blade height inside the housing to the lower edge of the housing shall be measured before and after. No more than 1/8 inch deformation shall have occurred to the deck as measured at any point around the blades circumference. Acccptance shall require that none of the component parts shall fracture, break, loosen, or deform in a manner that would adversely affect performance or would constitute a hazard to the operator.
The fuel tank shall have a minimum capacity of 1 quart or larger if specified.
The mower handle while attached to the mower and the mower restrained shall withstand 120 foot pounds of torque applied at the operator’s end of the handle. The torque small be applied five times clockwise and five times counter-clockwise in sequence. The component parts shall not break, or deform in a manner that would adversely affect performance or constitute a hazard to the operator. The wheels shall be metal or linear polyethylene construction with semi-pneumatic rubber tires. Minimum diameter of both front and rear wheels shall be 6 inches.
