3.3 Finish. All metal surfaces, except blades shall have a painted, plated, lacquered, or enameled finish. Metal handgrips shall be plated, anodized, or have a painted finish. Wood handgrips shall be smooth and shall have an applied coating of varnish, lacquer, or polyurethane. Carbon steel blades shall be coated or plated with a protective coating such as black oxide, chrome plating, polytetrafluoroethylene, or similar material.
3.4 Identification marking. The shears shall be marked with the manufacturer’s name or trademark. The use of an adhesive-backed label shall be acceptable.
3.5 Type I. grass-cutting shears. The type I shears shall have a draw-type action whereby one blade moves toward and across the other stationary blade. The shears shall be equipped with an opening spring, positive stop(s) , and locking device. A pressure plate or similar device shall be used to keep the blades from separating under heavy pressure. The shears shall be similar to Figure 1 and comply with the following dimensions:
Length of cut: 4 to 6-1/4 inches (101.6 mm to 158.8 mm)
Blade width: 3/4 inch minimum (39.1 mm)
Blade thickness: 0.070 inch minimum (1.8 mm)
Overall length: 12-1/4 to 14-3/4 inches (311.2 mm to 374.7 mm)
The blades shall operate in a manner such that there is no excessive looseness, sideways movement, or binding when shears are opened or closed during the-cutting operation.
The handgrips shall operate in an up and down motion at right angles to the cutting-plane of the blades. The manufactured from
a suitable metal, fiberglass, handgrips shall be or plastic.
Metal handgrips shall be covered with a vinyl, plastic, or rubber cushion. The spring shall be suitable for the purpose intended. The locking device shall be capable of locking the blades in the closed position. The closing of the means of either integral or external shears shall be limited by stop(s).
