3.6 Type II. hedge-trimming shears. The type II shears shall have a scissors-type action whereby both blades move equally toward (or from) a centerline which bisects the angle of the opposing blade. The blades shall be integral with the shanks of the handgrips. The shears shall be similar to Figure 2 and comply with the following dimensions:
Length of cut: 7 to 10-1/4 inches (177.8 mm to 260.4 mm)
Blade width: 1-1/8 inch minimum (28.6 mm)
Blade thickness: 0.125 inch minimum (3.2 mm)
overall-length: 20 to 27 inches (508.0 mm to 685.8 mm)
The shears shall have either one plain blade and one serrated blade or two plain blades. The shears shall have a cutting notch for pruning heavy branches. The shears shall be joined by means of a steel bolt in a manner such that there is no excessive looseness, sideways movement, or binding when shears are opened or closed. The bolt shall not be less than 0.372 inch (9.5 mm) diameter and shall have a threaded steel nut.
The handgrips shall operate in a sideways motion when held parallel to the ground. The handgrips shall be manufactured from either tubular steel, aluminum, fiberglass, hardwood, Or Combination thereof. Metal handgrips shall have a rubber/plastic cushion on the actual handgrip portion of the handle. Wood handgrips may have rubber/plastic cushions on the handgrips at the manufacturer’s option. Wood handgrips shall have a minimum diameter of 1 inch (25.4 mm) and a minimum length of 9 inches (228.6 mm). Handgrips other than wood may have a minimum diameter of 7/8 inch (22.2 mm) provided handgrip cushions are present. The thickness of the handgrip shall not include the cushion thickness. The handgrips shall be securely attached to the tang end of the shank by means of rivets, nail pins, or a bolt. The closing of the shears shall be limited by means of either integral or external stop(s). The shears shall be equipped with a shock absorbing device or cushion bumper(s).
3.7 Workmanship The shears shall be free from ragged edges, cracks, holes, pits, and other defects which would affect the appearance and serviceability of the item.
