3.2 Pivot fastener. The pivot fastener shall provide tension on the blades to maintain proper alignment during the cutting action and shall not loosen during operation.
3.3 Spring. A tempered and durable steel spring having a corrosion resistant finish shall be provided.
The spring shall rapidly open the shears from the fully closed to the fully opened position when either handle is released. With the shears in the fully opened position, the spring shall maintain sufficient tension against the handles to be retained in the shears.
3.4 Latch. The shears shall be provided with a latching device capable of locking the shears in the closed position. The design of the latch shall allow the latch to be set and released by the action of the same hand holding the shears.
3.5 Grips. Metal shear handles shall be covered with a cushioning material of rubber, vinyl, or other commercially used material to provide a smooth, comfortable gripping area. The grips shall be glued, bonded, or otherwise permanently attached to the handles.
3.6 The I - Hook jaws. Type I shears shall consist of a concave hook and a convex cutting blade and shall be similar in design to Figure 1. The minimum overall length of type I shears shall be 8 inches (20.3 cm). The handles shall be manufactured from either malleable iron, forged steel, or forged aluminum.
3.7 Type II- Straight jaws with anvil. Type II shears shall consist of a straight cutting blade and a flat or grooved anvil design. Type II shears shall be similar in design to Figure 2. The minimum overall length of type II shears shall be 7 inches (17.8 cm). The handles shall be manufactured from stamped or forged steel, or forged aluminum. The type II shears shall have a replaceable. The anvil shall be constructed from aluminum, brass, or bronze. The anvil shall extend the full length of the cutting blade. As an alternative design, the shears may be a ratchet-cut design with fiberglass reinforced plastic handles.
